About us
The challenge
Energy poverty represents one of Europe's most pressing challenges, affecting up to 125 million EU citizens as of 2021. Recent geopolitical events have driven energy prices to record highs, intensifying this crisis and pushing even more households into vulnerability. While solutions exist, their local nature and limited reach mean many struggling households remain unable to access the support they need.
Approach
Rather than starting from scratch, SCEPA builds upon and enhances existing successful initiatives to combat energy poverty. Our work focuses on three key areas:
Phase 1: strategy
We are developing a Joint Action Strategy (JAS) that details specific approaches for different target groups across various residential areas in Northwest Europe. This strategy is built on shared experiences and best practices from stakeholders across the region.
Phase 2: local implementation
The Joint Action Strategy guides the development of Local Action Plans in partner regions and cities. These plans ensure that solutions are tailored to local conditions while benefiting from transnational insights.
Phase 3: impact & scaling
Through careful monitoring and evaluation, we continuously refine our approach and share findings with our Community of Interest. This ensures that:
- Vulnerable households receive effective, targeted support
- Public authorities gain access to proven strategies
- Organizations beyond our consortium can scale up their own energy poverty initiatives

SCEPA operates across Northwest Europe, including France, Ireland, Belgium, the United Kingdom, Germany, and the Netherlands, creating a powerful network for change.
