Midterm Event SCEPA

25 September, Paris

On 25 September 2025, the SCEPA Midterm Event will take place at L’Académie du Climat in Paris. This event is hosted by our partner Paris Climate Agency and brings together practitioners, policymakers and partners working on energy poverty across North-West Europe.

Central question: "how to achieve more social impact with your energy poverty approach?​"

We are inviting organisations that are already implementing local or regional strategies to reduce energy poverty and are willing to reflect on the broader societal outcomes of their work: such as improved well-being, health, financial stability, trust and social participation.

Meet the host and keynote speakers

Our event is guided by an inspiring host, ensuring a smooth flow of discussions and interaction throughout the day. In addition, we are proud to present our keynote speakers, leading voices who bring diverse perspectives and deep expertise to the central themes of the event. Below you will find their photos and short biographies highlighting why their contributions are essential to our shared conversation on inclusion, energy transition, and social justice.

Ms. Anna Veltkamp

Ms. Anna Veltkamp (moderator of the day) is a consultant specialized in citizen participation and democratic innovation. She advises municipalities on inclusive governance and regularly moderates events, ensuring open dialogue and broad engagement.

Mme. Léa Filoche

Mme. Léa Filoche is Deputy Mayor of Paris for solidarity, focusing on emergency housing, refugee protection, and fighting social exclusion. She works to promote inclusion and support vulnerable communities.

Mr. Thijn de Voogd

Mr. Thijn de Voogd represents the municipality of Arnhem as Lead Partner of the SCEPA project. During the introduction, he will clarify what SCEPA is about and why this topic was chosen.

Ms. Josha van der Beek

Ms. Josha van der Beek is an ecologist at Alliander (Dutch regional grid operator), working on sustainable energy solutions that connect ecology, technology, and society. In her keynote, she shares how energy transition can be socially inclusive and benefit all communities.

Mme. Rachel Guyet

Mme. Rachel Guyet is Director of the Master in Global Energy Transition and Governance at CIFE. Her work focuses on energy poverty and local transitions. In her keynote, she will highlight how municipalities can lead just and innovative energy projects.

Break-out sessions

There are three break-out sessions, divided into two rounds. During morning registration, participants can pick up “round cards” for the sessions of their choice. Below you will find a short description of the available sessions.


Workshop 1: Monitoring Health Effects of Energy Poverty Reduction

In this interactive workshop (facilitated by Dutch research institute TNO), participants explore the question: How can we monitor the health effects of energy poverty reduction? Through individual reflection, paired discussions, and small group exchanges, attendees identify key challenges, share insights, and highlight the most pressing questions in their context or program. The session concludes with facilitator feedback and a reflection exercise on how to apply these ideas in participants' own work, programs, or policies.


Workshop 2: Effects on Debt and Financial Stability

This interactive workshop (facilitated by HAN University of Applied Sciences) invites participants to explore the question: Is there an effect on debt and financial instability? Through individual reflection, paired discussions, and small group exchanges, attendees identify key challenges, share insights, and highlight the most pressing questions in their context or program. The session concludes with facilitator feedback and a reflection exercise on how to apply these ideas in participants' own work, programs, or policies.


Workshop 3: Exploring Citizen Participation and Cooperation in Your Programs

This interactive workshop (facilitated by HAN University of Applied Sciences) invites participants to explore the question: Do you see an effect in participation and cooperation of citizens in your programs? Through individual reflection, paired discussions, and small group exchanges, attendees identify key challenges, share insights, and highlight the most pressing questions in their context or program. The session concludes with facilitator feedback and a reflection exercise on how to apply these ideas in participants' own work, programs, or policies.
