Overview of other energy poverty
practices in North West Europe
Energy poverty arises when households struggle to access or afford the energy required for daily needs such as heating, lighting, cooking, and mobility. This challenge affects millions of Europeans, with severe consequences for health, social inclusion, and financial stability. In North-West Europe, these issues are particularly pressing, as diverse local contexts create unique barriers and opportunities for action.
Why was this study conducted?
This analysis was carried out by HAN University of Applied Sciences as part of the Interreg North-West Europe (NWE) project SCEPA. While a previous report documented the practices of SCEPA project partners, this study broadens the scope by analyzing energy poverty mitigation strategies from other EU projects and networks connected to the partners. The aim is to build upon existing knowledge and experiences, instead of reinventing the wheel, and to provide a solid overview of proven and innovative approaches to tackling energy poverty in Europe - particularly within the North-West European region.
What value does this research add?
-
Knowledge integration: It synthesizes practices from multiple EU energy poverty projects and networks, creating a wider perspective beyond SCEPA’s own contributions.
-
Practical tools: The study contributes to the development of a specialized toolbox - a user-friendly, chat-based local search system that organizes and centralizes knowledge for easy access.
-
Regional relevance: By focusing on practices from North-West Europe, it highlights strategies tailored to the specific challenges of this region, which can inspire adaptable solutions elsewhere.
-
Collaboration and exchange: It strengthens connections between stakeholders, encouraging continuous learning and cross-border cooperation.
-
Strategic foundation: Provides both policymakers and practitioners with evidence-based approaches, enabling more effective and context-specific interventions.
How to use this research?
If you are a policymaker, practitioner, or stakeholder engaged in addressing energy poverty, this report offers a structured overview of effective practices across Europe. The insights can be used to inform local strategies, inspire innovative interventions, and ensure that policies are grounded in existing knowledge. The upcoming toolbox will further support your work by providing direct access to tailored solutions and best practices, enabling more sustainable and impactful action against energy poverty.
