Pilot Paris Climate Agency
The Paris Climate Agency has over a decade of experience as the One-Stop Shop for energy retrofits in the French capital. With 77,000 households facing energy poverty, the agency is committed to reducing energy costs and improving housing conditions for vulnerable residents. By strengthening technical support, digital tools, and local engagement, Paris aims to create a comprehensive model for tackling urban energy poverty.
The pilots' core: digital & community based solutions
This pilot focuses on enhancing digital tools and expanding community-driven energy initiatives to better identify and support households in need. The project will test new methods for diagnosing energy inefficiencies, improving outreach, and mobilizing key stakeholders to facilitate renovations.

Approach
Paris Climate Agency will implement several key initiatives:
- Expanding digital energy diagnostics: Improving digital tools to better identify vulnerable households and provide tailored renovation advice.
- Strengthening Stakeholder Networks: Enhancing collaboration with local actors ("whistle-blowers") who can help identify households struggling with energy poverty.
- Scaling Up Community Energy Initiatives: Exploring ways to develop energy communities in an urban setting to ensure access to affordable, sustainable energy.
- Training Residents: Providing technical training to residents so they can take small but impactful renovation actions themselves.
